中国“录音鸽子”飞入哈国 新疆再有一县限制外国人

(哈萨克斯坦-2018-4月22日)中国新疆与哈萨克斯坦交接的霍尔果斯口岸,一只鸽子的身上和脚部被发现带有窃听装置及GPS定位系统。哈萨克人称,中国出口至俄罗斯的电熨斗和手机充电器,也被发现有窃听器。另外,继额敏县之后,托里县也限制外国人进入。哈国公民进入当地须提出申请。一位年仅八岁的哈萨克族儿童向哈国总统求助,希望被羁押在中国新疆的父亲早日获释。

数日前,在中哈边境霍尔果斯口岸哈方境内,一只鸽子被发现带有GPS卫星等位系统及录音装置。哈国人权组织一位成员本周日(4月22日)向记者爆料称,他们在霍尔果斯口岸发现一只奇特的鸽子:“在霍尔果斯口岸哈方领土发现的这只鸽子,有人喂食时,发现鸽子腿上绑有东西,抓到后见上面有汉语‘边防工作’字样和号码,两个脚上有窃听器”。

另一位哈萨克人对记者说,鸽子的翅膀上喷有浅色的“边防工作”字样,腿上绑着窃听器和GPS导航系统:“哈方人员不认识汉字,出于好奇,就叫懂中文的哈萨克人识别,这才发现这是中国政府的鸽子”。

视频显示,鸽子的羽毛上喷有浅色字体,但并不明显,这只鸽子的两只脚上各有红、黄两种颜色的朔胶圈,并附带两个微小的物体。当地哈萨克人称,在俄罗斯也发现同样的鸽子,中国出口至俄罗斯的电熨斗和手机与充电器,也被发现有窃听装置。目前,俄罗斯已经停止从中国进口电烫头和手机充电器。


继新疆额敏县之后,日前拖里县限制外国人进入。据一位哈萨克人称,托里县也采取相同方法阻止哈国公民回家探亲:“继额敏县之后,托里县也被当局封闭,不准哈国公民进入。所有公路收费站都有岗哨,原中国公民必须在收费站写书面申请,审批时间需要一个星期。须经过公安批准才可进入托里县。一个哈族人持有中国签证入境,但被禁止进入额敏县和托里县”。

目前,额敏县羁押了至少六千名哈萨克族人。哈萨克人称,这些人大部分未经法院审判,也没有被羁押的法律手续。一位叫阿克卓力·努克依(Ahjol.Nokei)的哈萨克族儿童称,他今年八岁,现居住在哈萨克斯坦阿拉木图州阿拉木图乡。他的父亲被扣押在中国,无法出境:“我父亲努克依·杰恩斯汗(Nokei.Jengishan),2017年7月份回中国后,被中国警方无辜抓捕,再没回来。我请求哈国总统努尔苏丹·纳扎尔巴耶夫爷爷,恳求您帮我把我父亲要回来,其次能否让我入哈萨克斯坦国籍”。

现年八岁的阿克卓力·努克依(Ahjol.Nokei)说,他和母亲因此承受了太多苦,请哈国总统给于便利,给于他们母子哈国公民资格证。他还说:“我患有重大疾病需要治疗,还有我的药剂。纳扎尔巴耶夫爷爷,求求您帮帮我们很快加入哈国国籍”。

另一位哈萨克人努尔加子拉.阿合买提(urjazira.Ahmet)称,她于1994年出生在中国新疆霍尔果斯县萨热布拉克镇(Sarebulah)阿塔肯特村(Atakent村),2010年移民来哈国与哈国公民结婚生子,现住在哈国阿拉木图州牙尔肯特县番及木村,但是她在新疆的母亲被送入“改造营”。她说:“几年来我和母亲微信上联系,到2017年11月中旬,我们没法跟母亲联系了,把母亲送进学习改造中心了,再没有消息了,母亲年老体弱,患有肾病,无法承受学习改造的苦头,她在家养育两个孤儿,没有参与任何极端组织,也没有违反任何法律,为什么要改变她的思想?为什么让她承受这样的委屈?现那两个孤儿也流浪在别人家”。

努尔加子拉.阿合买提表示,她非常担心母亲的生命安全,希望哈国和国际人权机构协助解决,让所有被关押在新疆的哈萨克族人获得自由。

A Chinese “surveillance pigeon” flew to Kazakhstan; Xinjiang government blocked off another county

In Khorgas, the intersection of Xinjiang, China and Kazakhstan, a pigeon was found with listening device and GPS. On Sunday (April 22nd), a members of a human rights organization in Kazakhstan told the reporter that they had found a strange pigeon in Khorgas: “A pigeon was found in Kazakhstan territory near Khorgas. Someone spotted the devices on the bird’s legs when feeding it. Listening devices with the Chinese characters ‘border defense’ and serial numbers were attached to both of the pigeon’s legs.”

Another Kazakh told the reporter the Chinese characters “border protection work” were sprayed on the pigeon’s wings with light-colored pigment, while listening devices with GPS navigation system were attached to the pigeon’s legs. “The Kazakhstan border guards did not know Chinese, and out of curiosity, they asked Kazakhs who knew Chinese to help. It was revealed that the pigeon belonged to the Chinese government.”

According to videos, light-colored characters were sprayed on the pigeon’s wings. The characters were hard to recognize. Besides, red and yellow plastic rings with two small devices were tied to each of the pigeon’s legs. According to local Kazakhs, similar pigeons were found in Russia as well. Listening devices were also found in steam irons, cellphones and chargers exported from China to Russia. Russia had stopped importing phone chargers and irons from China.

After the blockade of Emin County, Xinjiang, Toli County was also closed to foreigners. According to a Kazakh, the government of Toli County adopted similar means to prevent Kazakhstan citizens from visiting their families in China. “After the blockade of Emin County, the government shut off the Toli County as well, forbidding Kazakhstan citizens to enter the area. There were guards at every highway toll. Kazakhstan citizens who were from China originally had to fill out a form at the toll and wait for at least a week for approval. No one can enter Toli County without police permission. A Kazakh entered China with Chinese VISA, but he was forbidden to enter Emin County and Toli County.”

Currently, at least 6,000 Kazakhs are detained in Emin County. According to Kazakhs, the prisoners did not went through any trials, nor did the police present any legal documents before arresting them.

A Kazakh child named Ahjol Nokei said that he is eight-year-old now, and he lives in Almaty, Kazakhstan. His father is detained China and could not leave the country. “My father is Nokei Jengishan. The Chinese police arrested him after he went to China in July, 2017, and he never returned to us. I hope President Nursultan Nazarbayev can help me rescue my dad. I also hope to obtain Kazakhstan nationality. ”

The eight-year-old Ahjol Nokei said that he and his mother had suffered from his father’s absence, and he hoped that the president of Kazakhstan could help them by giving them Kazakhstan nationality. He also said: “I am severely ill now. I need treatment and medicine. President Nursultan Nazarbayev, please help us obtain Kazakhtan nationality.”

A Kazakh named Urjazira Ahmet said that she was born in 1994 in Atakent Village, Sarebulah Town, Khorgas County, Xinjiang. She immigrated to Kazakhstan in 2010 and married a Kazakhstan citizen. Now, she lives in Fanjimu Village, Yarkent County, Almaty. Her mother in Xinjiang was sent to the “reformation camp.” Urjazira said: “I contacted my mother through WeChat in the past few years, but no one could reach her since mid November, 2017. My mom was sent to the reformation center. No one had heard from her since. She is ill with kidney disease. There’s no way that she can endure the life in the reformation camp. She has been raising two orphans at home. She never participated in any extreme organizations and never broke any laws. Why do they want to reform her? Why do they impose this on her? The two orphans have to live with other people now.”

Urjazira Ahmet was extremely concerned about her mother’s safety. She hope the government of Kazakhstan and international human rights organizations could help her and free all Kazakhs detained in Xinjiang.
