 (新疆-2018年4月21日)旅居哈萨克斯坦的多位新疆哈萨克人,本周六(4月21日)对记者投诉其在家乡的亲人被公安羁押,目前生死不明。他们呼吁哈国政府与中国政府交涉,让其家人早日获得自由。哈国副外交部长本周四(19日)启程前往新疆首府乌鲁木齐,临行前他告诉媒体记者,此行专为新疆哈萨克族人目前所受的遭遇,寻求解决方法。

新疆有越来越多的维吾尔族及哈萨克族,受到严密监控,甚至虐待。一位旅居哈萨克斯坦的哈萨克族公民吐尔孙汗,阿不都热合曼(Tusunhhan.Abdurahman)告诉记者,她的丈夫多斯木别克(Dosembek),去年被抓至今,生死不明。她说:“我们一家人于2009年9月份到哈国定居。2017年4月份,我的丈夫多斯木别克,为了办理自己的养老金返回中国。他本应该2017年10月份年满60周岁,正常退休可获得养老金,但是养老金没办成,8月份回到哈国”。

吐尔孙汗,阿不都热合曼说,她的丈夫回哈萨克斯坦后,向朋友筹集资金,以便再去中国:“他去年底回到中国后,护照被公安没收。我们在今年1月22号还保持联系,但此后就失去了消息,现在他死活不明。我丈夫在中国兢兢业业工作40多年,为国家做过贡献,我们没有违反国家任何法律”。

 

去年五月以来,有大批的新疆哈萨克族人到哈萨克斯坦探亲访友,当他们满怀喜悦回国后,莫名其妙的被关于“政治学习中心”。吐尔孙汗,阿不都热合曼说,多年来,新疆哈族来哈国看望亲戚并定居的人很多,但没有发生有人被抓的事情:“自去年起,回中国的哈族成了罪犯?他们无缘无故被抓,被送到学习中心和改造中心,能够从改造中心出来的人要么精神痴呆,要么精神分裂,或者死在哪里说是自杀了,类似情况越来越多”。

另一位哈国公民古萨娜提(Gulsanat)是一位有三个孩子的母亲,现住在哈国克尔布拉克县巴西村,她的丈夫是中国公民,2016年3月20日,从哈国回中国后,其中国护照被公安收回,至今无法出境。古萨娜提说,她带着孩子们与丈夫分开已经两年多,目前生活困难:“我和孩子们生活极度困难,冬天没有烧的煤,没法取暖,没有生活费,孩子们一天能吃一天断粮,我去外面打工,孩子没有人照顾,又当娘又当爹!日子一天比一天煎熬,我们吃尽苦头,我无法表达心理的痛苦,孩子们想念父亲”。

古萨娜提说,她去年还可以在微信上联系到丈夫,但是现在微信和电话都不通:“我不知道丈夫在哪里,生死不明。我求助哈国政府帮助我们的生活困难,希望哈国外事等相关部门,协助解决我们的实际困难,让我的丈夫能够平安回来,一家人团聚”。

另一位叫唐合吾来.巴合提江(Tanghuray.Bahetjan)的哈萨克族人称,他已取得哈国国籍,但妻子哈丽法提.努尔木哈买提(Halifat.Nurmuhamet)是中国公民。去年11月中旬,哈丽法提.努尔木哈买提回到中国后,立即被送入“政治教育中心”。他说:“2017年11月12,我妻子哈丽法提.努尔木哈买提回中国看望她的母亲,被中国公安送进学习改造中心,至今已5个多月了,无法联系到她,她当时带着大儿子回到中国”。

唐合吾来.巴合提江说,目前大儿子寄养在亲戚家,小儿子则和他在哈国生活。唐合吾来质疑中国政府的行为。他说:“我妻子只是回国探亲,为什么要送入“改造中心”学习。新疆公安严重侵犯的我们的人权”。

据新疆一哈萨克族人称,他们的手机除了受到严密监控,还经常被搜查是否有宗教内容的文字及图片。如果发现手机曾安装Whats App、脸书等聊天工具,立即抓捕、判刑。当地人称,维吾尔族及哈萨克族微信群,都有公安指定的监督人员驻守。

鉴于新疆对哈萨克族采取的压迫性措施,哈国副外交部长本周四(19日)启程访问中国新疆首府乌鲁木齐,临行前他告诉记者,此行专门为新疆哈萨克族人的遭遇,寻求解决方法。

Kazakhs who escaped aboard talk about their missing family members

On Saturday (April 21st), several Kazakhs from Xinjiang who now reside in Kazakhstan told the reporter about their family members detained in China. They hope that the government of Kazakhstan could negotiate with the government of China and rescue their family members. On Thursday (19th), the foreign minister of Kazakhstan departed to Urumqi, the capital of Xinjiang Province. Before departing, he told the reporter that this journey would be solely dedicated to relieve the suppressions that Kazakhs in Xinjiang had suffered from.

More and more Uyghur people and Kazakhs in Xinjiang are subject to torture and government surveillance. Tusunhhan Abdurahman, a Chinese Kazakh who immigrated to Kazakhstan, told the reporter that the government arrested her husband Dosembek last year, and no one had heard from him ever since. She said: “Our family immigrated to Kazakhstan in September, 2009. In April, 2017, my husband Dosembek returned to China to handle the procedures for his pension. He would be sixty years old in October, 2017. He should be able to receive pension after retirement, but he returned to Kazakhstan in August failing to settle the paperwork. ”

According to Tusunhhan Abdurahman, after coming back to Kazakhstan, her husband raised funds among friends in order to travel to China again. “This time, the police confiscated his passport after he returned to China at the end of last year. We kept in touch for a while, but no one has heard from him since January 22nd. I don’t know if he’s dead or alive. My husband worked diligently in China for forty years. He distributed a lot to the country. We never break any laws.”

Since last May, a large number of Kazakhs from travelled to Kazakhstan to visit friends. After they returned to China with joy, the government detained them in the “political training centers” for no reason. According to Tusunhhan Abdurahman, for years, Chinese Kazakhs from Xinjiang travelled and immigrated to Kazakhstan, and no such thing had occurred before. “Since last year, Kazakhs who returned to China were treated as criminals. They were arrested and sent to the training centers and reformation centers for no reason. Those who leave the training centers either went insane or suffered from dementia. Some died, and the government claimed that they had committed suicide. Similar events occur more and more frequently.”

Kazakhstan citizen Gulsanat is the mother of three children. She lives in the Baxi Village of Bulak, Ke'er Bulakesi. Her husband is a Chinese citizen. On March 20th, 2016, the police confiscated her husband’s passport after he returned to China from Kazakhstan, and he could not travel aboard ever since. Gulsanat told the reporter that she and the children had not seen her husband in more than two years, and they had troubles supporting themselves. “I have great difficulties supporting the family. We don’t have coal for winter. We don’t have money for living. The children often starve. I work outside, and there’s no one to take care of the children. Life has become harder and harder. I don’t know how to summarize what I’m going through. The children miss their father.”

Gulsanat told the reporter that she could still contact her husband through WeChat last year, but neither his phone nor his WeChat work now. “I don’t know where my husband is. I don’t know if he’s still alive. I beg the government of Kazakhstan to help us. I hope the Ministry of Foreign Affair of Kazakhstan can help me reunite with my husband. ”

A Kazakh named Tanghuray Bahetjan told the reporter that he had obtained Kazakhstan nationality, but his wife Halifat Nurmuhamet was a Chinese citizen. During mid November, Halifat Nurmuhamet was sent to the “political training center” after returned to China. Tanghuray said: “On November 12th, 2017, my wife Halifat Nurmuhamet returned to China to visit her mother, but the Chinese police sent her to the reformation center. It’s been five months. No one can reach her. She brought our oldest son with her.”

Tanghuray Bahetjan said that his older son is living with relatives in China, and his younger son is with him in Kazakhstan. Tanghuray questioned the Chinese government’s motive. He said: “My wife returned simply to visit her family. Why did they send her to the reformation center? The Xinjiang police had violated our human rights.”

According to a Kazakh in Xinjiang, the government is constantly monitoring their phones, inspecting for religious texts and images. The police will immediately arrest those who have WhatsApp and Facebook in their phones. According to locals, the public security bureau assigns specialized personnel to check the group chats of local Uyghur people and Kazakhs.

Regarding the oppressive measures Xinjiang has taken against the Kazakhs, the deputy foreign minister departed to Urumqi, the capital of Xinjiang, on this Thursday (19th). Before the travel, he told the reporter that he dedicated this trip to solving the dilemmas the Chinese Kazakhs are facing.
